    5/12 (SB) spoke with Roger (651-436-2763). Had questions on how system could fail and didn't understand why they took observations outside the trenches. Asked if he could get a passing report if they took observations within the trenches. He remembers there being river rock brought in and a fine white sand. Doesn't understand how the system could fail as it has to be over 10' away from groundwater. Talked about code requirement to take observation outside system of influence and needing soil to treat the wastewater. Let him know he could contact another inspector to obtain a second opinion if he felt it was wrong; soil survey did indicate shallow bedrock and inspector had multiple pictures of bedrock in report. There are financial assistance options available
