04-07-2020: At 10:44a.m. I called Kent to discuss septic system pumping. Kent explained he has always had his septic tank pumped through the inspection pipe. I told Kent per Washington County Ordinance Section 22.5(2) proper removal of sludge, scum, and liquids needs to be done through the maintenance hole. Kent stated that is buried in the front yard and he has never had it done and won't dig up his yard. I told Kent this is not the proper way, but is his choice to pay for a maintenance event that doesn't fully remove all material. Kent stated his system is perfect, I stated that a 35 year old system isn't perfect and pumping through the inspection pipe is not a good way to check whether tank is still in good condition. Kent requested an exception to allow pumping through inspection pipe. I told Kent I was not going to issue an exception that would allow non-compliant actions with the ordinance. Call ended at 10:51a.m. PMO
